In its present location, DAWN cannot provide the “homey” atmosphere required by its services and the specific circumstances of its clientele. Its theater workshops are conducted at the lobby of the building where DAWN holds office. Counseling sessions that require privacy have to compete with spaces used for regular office work. For lack of space, temporary shelter is given sparingly for very meritorious cases. Office work is usually disrupted when DAWN has to entertain its various visitors. Moreover, women clients who report daily for DAWN’s project, Sikhay, cannot bring along their children lest they be more endangered at the building elevators and high staircases. With these limitations in space constraining DAWN’s delivery of its programs and services, the idea of setting up its own physical base has time and again surfaced in DAWN’s assessment and planning activities. Not only will a homey and spacious center entails better delivery of DAWN’s services, it also offers opportunities for income generation that may eventually enable DAWN to sustain its own operations.

The proposed center called “DAWN Shelter for Women” (or simply SHELTER) shall provide the homey atmosphere required by DAWN’s comprehensive package of support services for distressed returning migrant women and the Japanese-Filipino children. It shall be built within the city of Manila for proximity to embassies and other institutions with which DAWN and its clientele frequently relates for its various services / needs.

THE PURPOSE OF THE SHELTER

1. SEMINAR/TRAINING CENTER

Inherent in DAWN's operational framework is the conduct of seminars and fora for raising public awareness on the plight of overseas contract workers and generating support for their cause; as well as providing skills trainings to women (target sector) for their continuing capability-building. A seminar / training room (to be furnished with audio-visual facilities) will thus be an important addition to DAWN's facilities.

Apart from internal use of the facility, use will be offered for non-DAWN seminars / training activities / meeting for a fee. The facility will be combined with lodging for live-in week-long activities. Catering for these guests will provide an additional livelihood opportunity for DAWN women. Going rate for such a facility (which is a rare find in Manila) is around P300-P500 per person per day.

2. HALF-WAY HOME

Some returning migrants will require a half-way home to process their experiences and serve as refuge for adjustment problems in the course of re-integrating with their families. DAWN Shelter shall also have lodging facilities for women and their children while working on their papers in Manila (specific for those living in the provinces).

3. EDUCATIONAL CENTER

The Shelter shall be a venue for educational activities for DAWN's clients, and the general public. A day care center shall be part of the shelter's educational services. Most often, the women of DAWN who want to be involved in projects that would involve being away from their children, are limited by their need of someone to look after their children. These activities range from pursuing their studies and learning skills to prepare them for future entrepreneurship to taking on regular jobs outside their homes.

4. LIVELIHOOD CENTER

Special short term courses for women (skills training on sewing, tie-dye, weaving, computer skills, budgeting / bookkeeping, parenting, origami / Nihongo lessons / Japanese history and culture and others.

5. THERAPY AND THEATER WORKSHOPS

DAWN Shelter shall have a lush garden and a small room to serve as therapy area, counseling room, play area and play room for children and rehearsal area for theatre workshops. The small room will be specifically furnished for this purpose.

Presentations of theatre workshop results can take place in the garden or in the seminar (audio-visual) room.

6. SUSTAINABLE ENVIRONMENT

The SHELTER shall enhance DAWN's commitment to secure, safe and healthy environment. It shall promote organic gardening, recycling, preparation of nutritious and economical food, energy conservation and simple lifestyle.

7. RESOURCE CENTER

Specifically for its advocacy objectives and in the conduct of research studies, DAWN shall set up in the DAWN Shelter a comprehensive collection of information on migration / overseas contract work, specifically of women and including Japanese-Filipino children.

The facilities of the resource center will be built up through the years from the earnings of DAWN Shelter and donations from users of her facilities and other guests.

IMPLEMENTATION SCHEME
Scouting for the property and preparation of tentative design is currently on-going. Target property is around 500 square meters, within the city of Manila and with existing structure which can be renovated to fit the identified uses for the property.
PROJECT MANAGEMENT

The Executive Director, the Board Chairperson, Treasurer, Auditor and a consultant civil engineer shall be constituted as an Adhoc committee to take primary charge of the project during construction.

The DAWN Board of Directors shall formulate the policies for the use of the facilities and shall define the need for additional personnel (e.g., a house manager) for DAWN Shelter.

Earnings from the use of facilities by non-DAWN personnel / activities will be used to pay for improvements (if sourced funds will not be enough) and will be the source of funds for DAWN to pay for its subsequent activities.

The plan is to build SHELTER and make it operational at the soonest time possible. People from different sectors here and in Japan have already pledged their support for the project by being members of the Steering Committee, among them:
